1. Melt butter in large skillet. 2. Saute onion, green pepper, and beef until browned. 3. Drain fat. 4. Drain tomatoes, and add enough water to juice to make 1 1/2 cups. 5. Add tomatoes, bay leaf, salt, sugar, and liquid. 6. Bring to a slow boil. 7. Cover and simmer for 5 minutes. 8. Add rice. 9.
