1. Heat the oil in Dutch oven on medium-high heat. 2. Sauté the garlic, onion and pepper until the onion is translucent. 3. Add the ground beef, brown and crumble. 4. Add the tomatoes, corn, salt, and chili powder. 5. Bring to a boil. 6. Reduce heat to low, cover, and cook for about an hour. 7.
