1. In large skillet over medium-high heat, brown ground beef with onion and 1 clove garlic; drain. 2. Add oregano, basil, salt, pepper, and rest of garlic; mix into beef. Return to heat, add tomatoes, water and sugar, stir to mix well. Heat till slightly bubbly, then cover and reduce heat to low. Simmer for 30-60 minutes, stirring occasionally. 3. Meanwhile, cook elbows according to package directions. 4.
