1. Preheat an outdoor grill for high heat, and lightly oil grate. 2. In a medium saucepan, bring water to a boil. Stir in rice, reduce heat, cover, and simmer for 20 minutes. 3. Place refried beans in a medium saucepan over medium heat, and season with salt and garlic powder. Cook, stirring occasionally, until heated through. 4. Heat oil in a medium skillet over medium heat. Sauté onions until browned and tender. 5. On the preheated grill, cook steaks 7 to 10 minutes, to an internal temperature of 145°F (65°C). 6.
