1. Set oven at 375. 2. Combine meat, onion, 1 tsp. salt, pepper and parsley. 3. Mix well. 4. Form into 1 1/2 inch balls then flatten into patties and fry slightly in a skillet with the oil, turning over once, (do not cook through). 5. Remove from skillet and place in a baking or casserole dish. 6. Combine remaining ingredients and add to meat patties. 7. Stir gently. 8. Bake for 45-60 minutes or until carrots are tender. 9.
