1. Spray large skillet with cooking spray; heat over medium high heat. Cook beef in skillet, turning beef about 5 minutes, or until all sides are brown. Sprinkle with salt, black pepper and herbs de provence. 2. Place smashed garlic in slow cooker; place beef on top of garlic. Pour vinegar over beef.
