1. Set the oven to 425 degrees. 2. Grease a 9-inch square baking dish. 3. In a large skillet, brown the ground beef with the garlic and onions; drain fat. 4. Add in all the remaining ingredients (except to cornbread mix); simmer the mixture for about 20-25 minutes. 5. Transfer to a prepared baking dish. 6. Meanwhile, prepare the cornbread mix according to package directions; spoon over the meat/veggie mix in the pan;spread evenly. 7.
