1. Cook meat, green pepper, onion and celery over medium heat until vegetables are tender. Drain. 2. Add tomato sauce, water, garlic, vinegar, mustard and brown sugar. Mix well and simmer 5 minutes. 3. Add beans and mix well. 4.
