1. Heat oil in skillet over medium-high heat. 2. Add garlic, onion and green pepper. Stir-fry 30 seconds. Stir in chili powder and sugar.Mix all together another 30 seconds. 3. Add beef, breaking up with a wooded spoon. 4. Add tofu, broth, and soy sauce. 5. Reduce heat to low and simmer 5 minutes, stirring occasionally. 6. Combine cornstarch and water. Stir gently into meat mixture until liquid thickens. 7. This is now ready to serve.
