1. Brown meats with onion& celery in a large skillet. 2. Drain of fat. 3. Stir in cabbage,pepper,ketchup water mustard& garlic powder. 4. Heat to boiling. 5. Stir occasionally. 6. Reduce heat& cover pan. 7. Simmer till veggies are tender about 45 minutes to 1 hour. 8. Toast hamburger buns if desired. 9. Spoon mixture on to bottom half of roll. 10.
