1. Combine first 9 ingredients in a 3 quart casserole. 2. Cover and bake in 350 degree oven for 2 hours. 3. Take from oven and remove bay leaf. 4. If using pepper rings, place them in the center. 5. Reset oven to 400 degrees. 6. To make dumplings, combine egg, milk, oil, parsley and sage. 7. Add dry ingredients, stirring until moistened. 8. Drop dumplings by rounded teaspoonfuls. 9.
