1. Preheat oven to 350. 2. Brown beef, drain if necessary. 3. Add tomato sauce, 1/2 the salt, garlic, onion and green pepper. 4. Simmer 1-2 minutes. Remove from heat. 5. Bring water to a boil and add rice and remaining salt. 6. Cover and set aside for 5 minutes. 7. Blend cottage cheese and cream cheese together. Add parsley. 8. In a 2 quart casserole dish alternate layers of rice, cheese mixture and meat sauce. 9. Top with shredded cheddar. 10.
