1. Brown ground beef, 1/2 cup onion, green pepper and celery. 2. Add frozen peas. 3. Combine 1 T. flour, chili powder, 1 t. salt, and pepper; add to beef mixture. 4. Combine tomato juice and Worcestershire sauce; add to beef mixture. 5. Pour into 2-quart casserole. 6. Combine all ingredients for Potato Puffs. 7. Drop by serving-spoonfuls onto beef mixture. 8.
