1. Spray a large Dutch oven with nonstick cooking spray. 2. Add onions and brown over medium-high heat for 5 minutes. 3. Stir in beef, salt, pepper and paprika. 4. Place 1/2 bell pepper on top of meat mixture. 5. Bring mixture to a boil, reduce heat to low and simmer 1 1/2 hours. 6. Add remaining vegetables and 1 cup water and bring to a boil. 7. Reduce heat to medium-low and simmer until vegetables are tender, 20 to 30 minutes more. ---------------------------------------------------------------------------
