1. Coat meat with flour. 2. Brown meat on Dutch oven with 2 tbsp oil. 3. Add buillon granules and 1 1/4 cups hot water. 4. Sprinkle with garlic powder. 5. Add bay leaves for 3 minutes the remove. 6. Discard. 7. Stir together catsup, brown sugar and lemon juice. 8. Pour over meat. 9. Sprinkle with raisins and cover. 10. Continue baking 30-45 minutes until meat is tender. 11.
