1. In a large skillet saute rice for 5 minutes or until golden; stirring constantly. 2. Add ground beef, peppers, onion and garlic. 3. Cook and stir 2-4 minutes or until vegetables are tender. 4. Add tomatoes w/juice, water, chili powder, salt and pepper; mix well. 5. Cover and simmer 20-25 minutes or until rice is tender. 6.
