1. Prepare brown rice according to package directions. 2. While brown rice is cooking heat oil in a medium saucepan over medium heat. 3. Add onion and bell pepper; cook 5 minutes or until tender, stirring occasionally. 4. lAdd garlic; cook 1 minute. 5. Add water and next 7 ingredients; bring to a boil. Cover, reduce heat, and simmer 10 minutes or until thoroughly heated. 6. Place 1/4 to 1/2 cup rice in bowls and top with bean mixture.
