1. Over medium heat, sauté the onions, garlic, and jalapeño in the olive oil till the onion starts to become translucent. 2. Add ground beef, stirring till browned and crumbly. 3. Drain excess grease and return to pan. Using a potato masher, mash ground beef till no big chunks remain. 4. Add tomatoes, potatoes, and salt and pepper. Reduce heat to medium low, cover, and cook for approximately 30-45 minutes, until potatoes are done. 5. Serve over rice or inside tortillas with refried beans and cheese.
