1. Brown meat with pepper, onion, and garlic in a skillet.

2. Drain.

3. Add beans, tomato sauce, picante sauce, cumin, and salt.

4. Simmer 15 minutes.

5. In a 13x9x2 baking dish, layer meat mixture, tortillas, meat mixture, half of cheese, tortillas, meat mixture.

6. Cover with aluminum foil and bake for 20 minutes at 350 degrees.

7. Remove foil and top with remaining cheese.

8. Bake uncovered for 5 minutes.
