1. Freeze steak for at least 1 hour, cut into 1/8 inch thick slices. 2. Heat oil in skillet, add garlic, salt, ginger and pepper. 3. Saute until garlic is golden. 4. Add steak slices, brown lightly for 2 minute. 5. Remove steak, add green peppers and onions, cook for 3 minute. 6. Dissolve cornstarch in water. 7. Return steak to skillet, add soy sauce , sugar, bouillon, water chestnuts, cornstarch mixture and green onions. 8. Simmer for 2 min or until sauce thickens. 9.
