1. In a large pot, bring the water to a boil. 2. Add the potatoes and boil uncovered for 10-12 minutes. 3. Mix butter and flour in a medium sized bowl until well blended. 4. Add the flour mixture to the potatoes and mix until blended. 5. Add the milk and stir until smooth. 6. Bring to a low boil.
