1. Heat oil in saucepan over medium heat. 2. Add garlic and cook until fragrant and pale golden brown., 2-3 minutes. 3. Stir in juices, a bit less than 1/4 cup water, cumin, oregano, salt and pepper. 4. Bring to a rolling boil. 5. Adjust seasoning. 6. Cool to room temperature, then stir in cilantro. 7.
