1. Heat olive oil over medium heat in a large enough pot; add onions. 2. Sauté the onions until translucent (about 6 minutes). 3. Add garlic; sauté for 2 more minutes. 4. Add the can of tomato paste, and sauté, constantly stirring for 3 minutes. 5. Add 4 cups water. 6. Stir in the vinegar, salt, black pepper, and cayenne pepper. 7.
