1. Heat oil in a Dutch oven over medium-high heat. 2. Add beef, browning on all sides. Remove beef from pan. 3. Add tomato, onion, bell pepper, and garlic; sauté 10 minutes. 4. Return beef to pan; stir in potatoes and remaining ingredients. 5. Bring to a boil; cover, reduce heat, and simmer 1 1/2 hours or until the beef is tender. 6. Serve with a hearty bread and butter. 7. This can be served over mashed potatoes, cooked egg noodles or rice. 8.
