1. In a large pot, heat oil over medium high heat. 2. Add garlic and onions to pot, saute. 3. Place chicken in with the garlic and onions and slightly sear the chicken on all sides. 4. Add vinegar, soy sauce, peppercorns, and bay leaves. 5. Cover and allow to cook over medium heat for about half an hour. 6. Add brown sugar and stir well. 7. Replace cover and simmer for 15-20 minutes. 8. Serve over jasmine rice. ---------------------------------------------------------------------------
