1. Get the steamer ready for the fish fillets. 2. Bring water to boil. 3. Add oil to wok. 4. Fry the lemongrass, ginger, and red chilies until fragrant. 5. Add the Hoisin sauce then the sugar. 6. Once the water comes to a boil, pour it over the fish fillets and place in the steamer for 8 minutes. 7. Squeeze the limes. Sprinkle the lime juice, onto the fish fillets. 8.
