1. Saute scallions and cilantro in 1 T margarine until wilted. 2. Set aside. 3. Saute rice in remaining T of margarine until browned. (just a few minutes). 4. Combine all ingredients and water. 5. Bring to a boil. 6. Reduce heat and simmer for 15 - 20 minutes. 7. Serve. ---------------------------------------------------------------------------
