To make the filling: cream the butter and powdered sugar together in a mixing bowl. 7. Add in the milk, peppermint extract, and food coloring; stir to blend. 8. Spread evenly over the brownie crust; refrigerate until firm. 9. To make the frosting: Melt the butter and chocolate chips in a saucepan over low heat; stir constantly. 10.
