1. Saute' onions and celery in butter; add uncooked rice and ground beef. Brown. 2. Combine soup, water, soy sauce, pepper and bean sprouts. 3. Place into buttered casserole dish. 4. Add onion and meat mixture. 5. Bake at 350 degrees for 30 minutes, covered. 6. Bake, uncovered, for an additional 30 minutes. 7.
