1. Coat the beef with the flour. Brown in oil in a large dutch oven or stew pot. 2. Add onion & cook until soft & translucent. Add garlic and stir. 3. Add all ingredients through water. Bring to boil. Partially cover & simmer for 1 hour. 4. Add tomatoes, potatoes, and carrots. Simmer uncovered for 30 minutes, or until vegetables are soft. 5. Stir in parsley and salt to taste. 6.
