1. ---BiscuitPreparation---. 2. Sift the flour, baking powder, and the salt together into a bowl. 3. Smooth in butter until you have a mixture of fine crumbs. 4. Add in the chives and parsley, mixing well. 5. Add the milk and stir it in until just combined. 6. Place onto a floured surface and knead until smooth. 7. Roll out to a 1 1/2 inch thickness. 8. Cut into 2 inch rounds. 9. ---MeatPreparation---. 10. Preheat oven to 350 degrees. 11. Trim the excess fat/tendons off of your beef and cut the beef into cubes about 1 inch in size Toss the beef and the flour together. 12. Heat 2 tbsp oil in a heavy pan and cook the meat quickly, in small batches, over med-hi heat until browned. 13. Drain on paper towels. 14. Heat 1 tbsp oil in pan and add the garlic and onions and cook them for about 3 minutes or until they are soft Put the garlic and onion mixture together with the meat in a large bowl. 15. Add the jam, vinegar, stock, and chili sauce to the meat and stir well. 16. Place in ovenproof dish, cover, and bake for 1 hour 30 minutes. 17. Remove the cover and turn oven up to 475 degrees. 18.
