1. Set oven to 425 degrees. 2. Butter a 13x9-in baking pan. 3. Place the chicken legs in baking dish. 4. In a bowl, gradually whisk milk into cornstarch. 5. Whisk in soy sauce, honey, vinegar and garlic. 6. Pour over chicken; toss to coat. 7. Bake for 25 minutes, stirring twice, until chicken is cooked, and until sauce is bubbling, and starting to thicken. 8. Stir the green onions into dish, and sprinkle with toasted sesame seeds. 9.
