1. Cook and stir ground beef in a 10 inch skillet until light brown; drain. Sprinkle beef with flour and salt. Stir in green pepper, onion, parsley, pepper, garlic, bay leaf and thyme. 2. Cooke and stir over low heat until onion is tender, about 5 inutes. 3. Stir water and tomatoes with liquid into beef mixture; break up tomatoes with fork. 4. Heat to boiling; reduce heat. 5. Cover and simmer for 5 minutes. 6. Stir in rice; remove from heat. Cover and let stand for 5 minutes. ---------------------------------------------------------------------------
