1. Heat olive oil. 2. Add onion; fry until translucent. 3. Add washed rice; stir 2 minutes. 4. Add tomato sauce, tomatoes, celery, salt, dillweed, pepper and garlic powder. 5. Add 3 1/2 cups water. 6. After it comes to a boil. turn heat to simmer. 7.
