1. Combine bay leaf, water, wine vinegar in medium saucepan. 2. Bring to a boil. 3. Either add vegetables to the water and simmer until vegetables are tender. 4. OR 5. Place vegetables in a steamer basket, cover, and steam vegetables until tender. 6. If you simmer, drain, remove bay leaf. 7.
