1. FYI, she ground a beef shoulder roast in her food processor and it was awesome. I wonder if a butcher would do it for those who don't own one. 2. Combine everything except the steamed carrots and mashed potatoes. Cook in a 9 x 13 pan at 375°F for 30 minutes. 3. Layer vegetables over cooked meat. 4. Cover everything with mashed potatoes.
