1. Heat the oil in a large stock pot. 2. Add the onions and garlic, and cook, stirring regularily, for five minutes. 3. Add the beef, and stir until browned. 4. Add the tomatoes, water, brouillon, and paprika. 5. Stir until mixed, increase heat to a boil. 6. When it's boiling, decrease the heat, cover, and let simmer for 15 minutes. 7.
