1. Heat oil in skillet. 2. Add beef. 3. Add onions, garlic and celery. 4. Saute until lightly browned. 5. Reduce heat. 6. Add other ingredients, mixing well until meat is coated on all sides. 7. Cover, simmer for one hour or until meat is quite tender. 8. Add more liquid as needed. 9.
