1. Cook macaroni. 2. Brown meat in large saucepan and drain off. 3. all fat. 4. Add garlic, chili powder, salt and pepper. 5. Mix well and cook on low about 5 minutes. 6. Add cooked macaroni and tomato soup. 7. Heat thoroughly. 8. Just before serving add grated cheese. 9.
