1. In a large, deep frying pan, heat oil over moderate heat. 2. Add onions and garlic and fry until golden brown (8-10 minutes). 3. Add meat and fry, stirring frequently, until well browned (about 10 minutes). 4. Add carrots, capsicum, zucchini, tomatoes, raisins salt and pepper, reduce heat and simmer 20-25 minutes. 5. Meanwhile, peel, cook and mash potatoes with milk. 6. Add beans and corn to meat mixture and simmer, uncovered, for a further 2 minutes. 7. Tip meat and veg into a large baking dish and cover with the mashed potatoes. 8.
