1. Combine first 5 ingredients; form 4 oval patties. 2. Brown patties on both sides. 3. Remove and keep warm. 4. Reserve 2 T drippings in skillet. 5. Saute green pepper and onion until tender. 6. Add next 6 ingredients. 7. Mix flour and water to a smooth paste. 8. Add to tomato mixture, stirring constantly. 9. Bring to a boil; cook and stir for 2 minutes. 10. Return patties; cover and simmer for 25 minutes. 11. Uncover and simmer 5 more minutes. 12. Remove bay leaf. ---------------------------------------------------------------------------
