1. Place ground chuck in a bowl. 2. Place remaining ingredients in blender and mix. 3. Pour and stir into ground chuck. 4. Roll out meat mixture into a rectangle. 5. Spread refried beans on meat, arrange peppers and sprinkle with cheese. 6. Roll up, jelly roll fashion, place seam side down in a 9 x 5 loaf pan. 7. Sprinkle tortilla chips on top. 8. You can add more cheese on top if desired. 9. Bake 60 minutes and let set 15 minutes before slicing. 10.
