1. Mix flour and pepper. 2. Dredge the steaks in the flour. 3. Fry in a nonstick pan using no oil or butter. 4. Lightly brown both sides. 5. Mix soup and water together. 6. Pour in a large medium depth casserole pan. 7. Add steaks in the pan (don't stack them). 8. Bake at 375°F in oven for 45 minutes. Flip once or twice. 9.
