1. Combine the ingredients for the charmoula. 2. Place the fish fillets in a large bowl or plastic bag and cover with the charmoula. 3. Marinate refrigerated for 1 to 3 hours. 4. Heat the oil in a large heavy pot and saute the potatoes, stirring occasionally, until lightly browned, 10 to 15 minutes. Add the onion, garlic, and tomatoes and cook until the onion is tender, about 5 minutes. 5. Add the spinach and stir to combine. 6. Place the fish fillets on top of the vegetables and pour the marinade over the fish. 7.
