1. In a large skillet, brown beef in oil over medium-high heat; drain. 2. Transfer to a slow-cooker. 3. Add carrots and celery. 4. Combine the remaining ingredients; pour over meat and vegetables. 5. Cover and cook on low for 6-8 hours or until meat is tender. 6. Discard the bay leaf before serving. 7.
