1. Heat oil in large deep skillet. 2. Add onions and garlic. Cook 1 minutes, stirring occasionally. 3. Add meat; cook until browned, stirring frequently. 4. Add flour; mix well. 5. Stir in green peppers and mushrooms. 6. Bring to boil. 7. Add noddles and water; stir gently. 8. Reduce heat to medium-low; simmer 10 minutes or until noddles are tender. 9.
