1. Saute bacon in a large saucepan over medium heat, about 3 minutes. 2. Add onion and celery; continue cooking about 2 minutes. 3. Add broth and potatoes. 4. Bring to a boil. 5. Reduce heat and simmer for 15 minutes. 6. While the potatoes are cooking, melt butter in a small saucepan over low heat. 7. Add flour, and cook for 1-2 minutes, not allowing to brown. 8. Gradually add evaporated milk, stirring with a whisk until thickened. 9. Melt in cheese. 10. Add cheese mixture to potato mixture. 11. Stir in milk, using more or less for desired consistency. 12.
