1. Preheat oven to 350°F. 2. In ungreased 13x9 inch baking dish, blend dry potato flakes with sour cream and 1/2 cup water (mixture will be crumbly). 3. Pat firmly into bottom of baking dish. 4. In large skillet, brown ground beef, stir in 1/2 cup water and remaining ingredients except cheese. 5. Spoon beef mixture over potato mixture. 6. Top with cheese. 7.
