1. Heat oil in Dutch oven over medium high heat. 2. Cook 1 lb of beef at a time in oil, stirring occasionally, until brown, remove from dutch oven. 3. Add onion and bell pepper to dutch oven. 4. Cook 2 or 3 minutes, stirring occasionally, until tender crisp. 5. Stir in remaining ingredients, except beef. 6. Cover and cook over medium heat 10 minutes. 7. Stir in beef. 8.
