1. In a medium saucepan, bring broth to a boil. 2. Add Jasmine rice, sesame oil and fish sauce. 3. Reduce to a simmer and cover. 4. Simmer for 15 to 20 minutes or until all the broth is absorbed. 5. In a nonstick skillet over medium high heat, heat vegetable oil. 6. Add scallions, carrots and sesame seeds. 7. Sauté until vegetables are tender and sesame seeds are lightly golden. 8. Lightly salt. 9. Add the cooked rice to the vegetables and mix together well. 10. Serve with chicken, pork, beef or fish.
